The cargos applicable to the ATA Carnet system:
The cargos applicable to the ATA Carnet system are "temporarily imported cargos", rather than the subject matters of trade.
By aim of import, the cargos applicable to the ATA Carnet can be divided into the following categories:
1. Goods for presentation or use at international expositions, trade fairs, exhibitions, international conferences and similar events;
2. Commercial samples presented or demonstrated to customers to receive overseas orders;
3. Professional equipment used by various professionals and specialists, e.g., 1) publication, video, audio and broadcasting, and photographic equipment necessary for reporting news, recording programs and producing films abroad; 2) measuring instruments necessary for installing and debugging machines abroad; 3) medical equipment required by medical workers; and 4) costumes and the atrical properties required by actors, bands and troupes;
4. Packaging used or to be used for inner and outer packings, winding or binding cargos, or other purposes;
5. Materials used by sailors to perform tasks at sea, including cultural, sports, recreational or religious goods;
6. Instruments, devices, equipment and their accessories for scientific research and education;
7. Devices, instruments, equipment and their accessories for education or vocational training;
8. Private vehicles;
9. Private aircrafts and yachts;
10. All kinds of promotional materials, small gifts, audio-visualproducts, etc.;
11. Containers;
12. Commercial vehicles.
The cargos not applicable to the ATA Carnet normally include:
1. Perishable or consumable goods; 2. Goods intended to be given away as gifts; and 3. Goods intended to be processed.
