1. Whether the customer is registered with the Administration of Quality Supervision, Inspection 

and Quarantine ("AQSIQ")

Only the companies registered with the AQSIQ can declare for inspection and quarantine.

2. Companies registered with the AQSIQ

1) Preparing documents for inspection and quarantine: the contract, the invoice and the packing list;

2) Inputting into the inspection and quarantine system: developing the declaration form for inspection and quarantine;

3) Payingthe inspection and quarantine fee;

4) In the event that the place applied for inspection and quarantine (place of origin) and the port of export do not lie in the same jurisdiction, the AQSIQ shall issue an certificate exchange voucher, which shall be exchanged with the AQSIQ of the port for the customs clearance voucher; 

5) In the event that the place applied for inspection and quarantine (place of origin) and the port of export lie in the same jurisdiction, the AQSIQ issues acustoms clearance voucher directly.

3. Companies not registered with the AQSIQ

The customer will have to see whether it can buy any commodity inspection services.
